On Tuesday morning, The Athletic reported that Bayern had made a formal bid for Kane at an initial £60 million with add-ons.
Spurs are eager to reach an agreement with Kane to resolve the uncertainty around his future this summer.
The striker has one year left on his current contract and is hesitant to extend his contract after Tottenham failed to qualify for Europe last season.
It remains to be seen whether incoming manager Ange Postecoglou can break the deadlock and successfully sell Kane on his vision for the club.
Manchester United expressed interest in Kane earlier this summer, but backed out after learning that he would not be sold to a Premier League competitor.
Real Madrid boss Carlo Ancelotti briefly pursued Kane, but the club concluded he was too expensive. Long-term aim Kylian Mbappe may also become available after refusing to renew his contract with Paris Saint-Germain, dimming interest in Kane even further.
Some in Paris believe that PSG might pursue Kane as an indirect replacement for Mbappe if he leaves for a huge amount with only one year remaining on his contract.
Spurs may be more inclined to sell to an international rival. If a new contract cannot be reached, they risk losing Kane for free next summer.
