Daniel Levy has no plans to sell to either Manchester club again, and the Tottenham chairman still regrets allowing Kyle Walker to join City in 2017.
Levy approved the £45 million sale of England’s right-back to City, and he has gone on to become one of the best right-backs in the world in the six years since.
Levy has never forgiven himself for allowing it to happen and has vowed never to make the same mistake again, according to Sportsmail.
This policy is now a major impediment to United’s pursuit of Walker’s England teammate Harry Kane.
Kane’s future at Tottenham remains uncertain, with the England captain unlikely to win a trophy with his club this season.
If the 29-year-old joins another club in search of silverware, it is expected that he will do so this summer.
Kane’s contract expires at the end of next season, so Spurs will be acutely aware that this could be their last opportunity to cash in.
The north London club is thought to be looking for a fee in the region of £100 million, though this could be reduced if they do not play in the Champions League next season.
Levy is a notoriously difficult man to negotiate with for any club, but his particular opposition to City and United could make negotiations extremely difficult for the latter.
